A large, funded market — behind a regulatory door
France funds vocational training on a scale few European countries match: individual CPF rights, sector-based OPCO funders and public schemes. For a foreign company with differentiated expertise, it is a high-potential market — provided you hold the key: Qualiopi certification.

Can a foreign company run a training organisation in France?
Yes. A foreign company can deliver vocational training in France, either by setting up a French entity (subsidiary or establishment) or, under conditions, by declaring an activity from abroad. It must obtain an activity declaration number and gain Qualiopi certification to access funding.
What is Qualiopi?
Qualiopi is the French national quality certification for training providers. It attests compliance with the National Quality Framework (RNQ) and is mandatory to access public and pooled funding such as the CPF and OPCO.
Do you work in English?
Yes. We support international teams in English and French, from market analysis and entity set-up through to certification and funding access.
